SAPP II stands for the Sustainable Agriculture Production Programme II. It is a 7-year agricultural development programme (2024–2030) aimed at commercializing agriculture production and improving resilience, productivity, food security and nutrition among rural farming households in Malawi.
The Government Ministry through the Ministry of Agriculture, programme beneficiaries with support from the International Fund for Agricultural Development.
To contribute towards wealth creation and improve food and nutrition security among the rural population of Malawi.
To commercialize agriculture production and enhance the resilience and productivity of smallholder farming systems for rural men, women and youth in selected districts of Malawi by 2030.
SAPP II is being implemented in four districts: Lilongwe, Balaka, Mzimba and Dowa
The programme targets 98,000 smallholder farming households, equivalent to approximately 490,000 people.
The programme will run from 2024 to 2030.
The programme is financed by IFAD, the Government of Malawi and programme beneficiaries, with additional expected support from partners such as the European Union (EU) and the African Development Bank (AfDB).
The programme has three main outcomes:
1. Increased smallholder productivity and climate resilience
2. Commercialization of smallholder farming systems promoted
3. Strengthened institutional capacity and knowledge management systems
Farmers will receive support through:
1. Training and extension services
2. Climate-smart agriculture technologies
3. Access to agricultural inputs
4. Market linkages
5. Farmer organization strengthening
6. Financial support through the Farmer Challenge Fund
7. Adaptive research and innovation
The Farmer Challenge Fund (FCF) is a financing mechanism that provides subsidies and financial resources to farmer groups, SMEs, women, men and youth for improved agricultural production and value addition activities.
The FCF has two financing windows:
i) Production Window Supports:
- Improved seed varieties
- Animal breeds and genetics
- Land preparation equipment
- Mechanization
- Post-harvest handling equipment
40% of the Challenge Fund resources will be allocated to this window.
ii) Agro-processing and Value Addition Window Supports:
- Agro-processing equipment
- Value addition activities
- Quality improvement
- Market integration initiatives
60% of the Challenge Fund resources will be allocated to this window.
